Friends of the African Union with allies believes that this is the time that by executive action by the President of the United States of America a FAU driven public private partnership can be created through the White House Office of American Innovation of a Quantitative Easing based debt purchasing program with allied individuals, companies and nations using the African Dollar, a new cyber currency of FAU & allies, that can be implemented as an asset based solution for the fundamental injustice, cruelty, & inhumanity of past slavery in the USA that will be a stimulus to the American Economy that:

(1) is judicious and provides a solution for over 7 million households that have lead contamination based on previous congressional action that passed the Residential Lead-Based Paint Hazard Reduction Act of 1992, also known as Title X, so as to protect affected families, with American citizen workers, from exposure to lead from paint, dust, and soil;

(2) answers statements set forth in the interagency response set forth in 2014 by the US State Department to the United Nations Universal Periodic Review of the United States of America in 2015 that said Civil Rights, Ethnic, and Racial Discrimination is the number one human rights problem in the United States of America and under the Trump  Administration we propose a public private partnership with the FAU USA Bureau and our New York Public Benefit Company FAU EDcorp Inc. with allies and partners that will set a course of action to provide a solution to this historic problem for over 40 million Americans based our shared history as a nation. This history is from between 1787 and 1865 as a slave nation and as our progenitors the 13 American colonies between 1619 and 1787 also supported slavery and the effects subsequently de jure and de facto of racial and economic discrimination on the descendant Americans of America’s African slavery and address the damage incurred by past and current federal government racism against freed African Slaves in the United States from 1865 to 1867 and African Americans from 1867 to 2017;

(3) draws on already established Executive authority used by a President who is also a global businessman using market infrastructure to reduce the United States poverty rate which remains a social issue for our Nation and a national security threat especially for African American communities who continue to experience higher than average poverty rates and through this unique unsolicited proposal will support those seeking to become homeowners through employment  based on the knowledge that joblessness and economic insecurity contribute to the incidence of mental illness, family violence, suicide, substance abuse, crime, and diminished capacity for health, family, and community functioning & that through a program of sports and recreation we can address these problems;

(4) helps the other Americans through indirect associations by creation of supportive ancillary jobs and entrepreneurial opportunities thereby supporting the advancement of the American people as a whole, and;

(5) is just adequate enough to implement real changes that reverse long-standing conditions caused by systemic de jure and de facto racial and economic discrimination, as documented in depth elsewhere and provides a means from 2017 to 2117 to address these issues with a 100-year public-private partnership with a sinking fund trust to do so.

We propose under the control of a board of Trustees appointed by President Trump through The White House Office of American Innovation and members of Friends of the African Union Chamber of Commerce who are members of the National Community Reinvestment Coalition to create a historic solution to the effects of past American slavery through the proposed private-public partnership (P3) as an unsolicited proposal to the US Government that will be an unprecedented stimulus to the American Economy. It will be an empowerment of 40M American citizens through our P3 named the FAU Community Reinvestment Coalition to Make America Great (FAU CRC MAG) with a goal of $5T lifetime (2017-2117) capitalization that is invested as follows:

(1) The $2.7T FAU CRC MAG Housing Program is a $2T #FAUchamber CRC Anchor Organization program that takes lead out of 7 million of America’s housing stock including public housing & has a $700B worker training component with a focus on the 3.75M unemployed African Americans, many of whom are drawn from the HUD Section 3 program.

(2) The $120B FAU CRC MAG New American Rites of Passage Program is based on addressing the needs of African Americans who as citizens of America have a high degree of desperation and hopelessness along with the belief that things can’t change –  they can and this program will provide the solutions with a focus on sports and recreation.

(3) The FAU CRC MAG EDcorp Program invests $100B so as to give African American parents the right to send their kid to the schools of their choice & creates 300 #FAUchamber CRC Anchor Coalitions for Educational Choice.

(4) The FAU CRC MAG Erase the Digital Divide Program will invest $80B to address the Internet access inequities in the lives of African Americans with a focus on rural schools and libraries delivering the bandwidth required for 21st Century learning to all of Americas poor no matter where they are, through the companies of the Small Business Administration.

(5) The FAU CRC MAG African American Business Program will invest $350B in African American businesses that support the strengthening of America’s exporting to Africa & the 200M people of the African diaspora worldwide.

(6) The FAU CRC MAG African American Health Care Affordable Rate Program will invest $200B through the private sector partners in a national health coalition with over 300 chapters for 40 million plus Americans.

(7) The $300B FAU CRC MAG Transportation Program will address urban & rural inter-modal transit needs along with bridges and smart highways community drawn from an African American Low-Moderate Income (LMI) Workforce.

(8) The FAU CRC MAG Environmental Program believes that as we invest $300B into public private partnerships like those in the states of Ohio, California, Texas, South Carolina, Michigan, Indiana, Pennsylvania and Utah that fixes sewers, water and air quality for all Americans as we improve American Export sales to Africa, the America’s and Asia based on our model in Ohio and $145B to be spent to remove lead and other dangers from American soil and housing with a focus on LMI communities; which will help create a new American citizen workforce, lead free.

(9) The $350B FAU CRC MAG Infrastructure Program will invest $100B to address the federal government management of leases for coal mining while applying $200B in bio-safe level IV developments and/or alternatives approved by the Army Core of Engineers & our national laboratories to those coal plants that are left along with investing $50B in creating a global power system that sell the power worldwide to the Americas, Asia, and a special focus on Africa.

  • THE LEAD FEDERAL GOVERNMENT COORDINATOR IS TO BE THE DEPARTMENT OF THE INTERIOR
  1. The Bureau of Land Management of the Department of Interior manages over 245 million acres of Federal lands, located mostly in the western States, for multiple uses, including grazing, timber, recreation, and energy and mineral development. Given its regional approach to planning, the CRC MAG Infrastructure program would support the Administration through its 50 state Community Reinvestment Coalitions and over 300 local CRC’s that support local communities’ interests and enhance their input in BLM planning decisions. This is a $40B program over the next 100 years with $30B going to over 300 local CRC’s to hire the staff needed to support their concerns.
  2. In support of the Administration commitment to reviving America’s coal mining communities we will invest $200B in bio-safe level IV developments and/or alternatives approved by the Army Core of Engineers & our national laboratories to those coal plants that are left.
  3. With a consortium of 10,000 electrical African American contracting companies and strategic companies acting together as general partner in the investing of $50B in creating a global power system that sell the power worldwide to the Americas, Asia, and a special focus on Africa.

(10) The FAU CRC MAG P3 Logistics Program is carried out under a FAU proposal in development as an Employee Stock Ownership Plan (ESOP) to be a P3 with the United States Postal Service (USPS), The U.S. Postal Service is not a federal agency but a government-owned corporation, in support of foreign Aid in Africa that will meet the needs of the African Famine and that meets the USPS pension needs that draws from an investment of $455B that will support these investments & employing over a million Americans in manufacturing next-generation American made cars, buses, trains and airliners.

FAU through its Friends of the African Union Chamber of Commerce (#FAUchamber), a National Community Reinvestment Coalition (NCRC) member, has gained additional financial experience and expertise in Community Benefit Agreements (CBA) as one of 136 signers to the historic NCRC 5th Third Bank $30B 5-year (2016-2020) CBA. FAU will use those CBA agreements to shape the above private sector funding mechanism with 100 global partners using the Daniels IDIQ2 Business Process.
